In Shanghai the new rules have never been operative and the local supply of police recruits has shown a considerable increase, for which, in the opinion of His Majesty's Consul General, the advertisement given to Shanghai by the recruitment in India of the special contingent above referred to and the decrease in the migration eastwards are responsible.
This latter fact is due to the demand for Indians in Vladivostok, Vancouver and Japan having practically ceased, with the result that there are more Indians returning to Shanghai from these places than going to them.
Sir Pelham Warren adds that it is unlikely that the Municipal Council will now consent to agree to a scheme for recruiting in India, for conditions have changed since the shortage in the local supply inclined them to accept the Indian Government's proposals. In the first place the drafts recruited in India by special permission have turned out badly, both in character and physique, secondly, local recruitment is amply sufficient to meet the demand for men and thirdly, it is generally held that so long as the Indian Government can impose no check upon the emigration from India to the Far East, the reason for the new rules, which was to control such emigration, has ceased to exist.
